More than 1.6 million motor vehicles are operating in Angola without valid mandatory insurance, out of a total of more than two million vehicles subject to the legal requirement. Only around 366,000 vehicles have regular insurance coverage, representing a rate of less than 18.3 percent.

According to Novo Jornal, the figures were presented by Secretary of State for Tax Affairs José Leiria during the opening of the 11th Expansão Insurance Forum. The official described the low penetration of mandatory insurance in the country as worrying and called for more effective action by the State, enforcement bodies, insurance companies and the regulator.

The situation is similarly weak in the labour sector. Only 5.6 percent of companies have workplace accident insurance for their employees, leaving thousands of workers and their families exposed to financial risks in the event of an accident. José Leiria argued that mandatory insurance should be understood as a mechanism of social protection and risk sharing, rather than merely a legal obligation.

The official also pointed to the need to strengthen enforcement mechanisms and increase public confidence in the insurance market. Among the institutions expected to play a role, he highlighted the Ministry of Finance, the Angolan Insurance Regulation and Supervision Agency (ARSEG), the National Police and the General Labour Inspectorate, arguing that legislation alone is not enough to ensure compliance.

José Leiria also revealed that ARSEG is at an advanced stage of preparing legislation on mandatory insurance, aimed at introducing measures to gradually increase coverage levels, including in other areas of civil liability. The initiative is expected to help turn the legal obligation into more effective protection for citizens and companies.

In the same address, the Secretary of State highlighted the role of the newly created Mulemba Reinsurance Company, saying the institution could help strengthen Angola’s capacity to retain and share risks. He stressed, however, that the national reinsurer should not replace international operators, but rather work alongside them while gradually increasing its participation in the market.
