Previously serving as a board member of the Angolan Agency for Insurance Regulation and Supervision (ARSEG), Filomena Manjata, 37, succeeds Elmer Serrão, who completed a five-year term.
Filomena Rossana Airosa Manjata is the newly appointed Chairwoman of the Board of Directors of ARSEG, replacing Elmer Vivaldo de Sousa Serrão, who had held the position since November 2019, following his appointment by presidential decree. His term has now come to an end.
A former administrator at ARSEG, Filomena Manjata holds a degree in Accounting and Administration from the Catholic University of Angola (UCAN) and an MBA (Atlântico) from the Catholic Universities of Porto, Luanda, and Rio de Janeiro. She also completed a postgraduate program in Corporate Accounting and Finance at the Católica-Lisbon School of Business and Economics.
At just 37 years old, Manjata’s appointment as Chairwoman of ARSEG was reportedly recommended to the President of the Republic by the Minister of Finance, Vera Daves de Sousa. Her extensive qualifications also include certifications in areas such as insurance and reinsurance, compliance, insurance fraud prevention, and insurtech.
Career Overview
Manjata began her professional journey as an accounting assistant at Banco Comercial do Huambo (BCH) before joining the Banco BIC team.
She later became an assistant professor at the Faculty of Economics of the Methodist University of Angola, teaching courses such as Accounting I and II and Credit Institution Accounting.
In 2011, she joined the Insurance Supervision Institute as a Technical Officer in the Supervision and Inspection Directorate. In 2016, she was appointed as a specialist in the Office of Strategic Studies and Planning. By 2018, she had advanced to Director of the same office. In November 2019, she assumed the role of ARSEG Administrator, responsible for the technical portfolio, which she held until her recent promotion.
