President João Lourenço orders the formalization of the opening of the Simplified Contracting procedure, based on material criteria, due to external financing, for the execution of the works.

The President of the Republic authorized, through the Official Gazette, two expenditures valued at 449 million euros (approximately USD 532.8 million) to boost tourism in the country, according to Economia & Mercado magazine.

Through Presidential Decrees No. 32/26 and 33/26, both dated January 30, João Lourenço instructed that, using external financing provided by Mitsubishi UFJ Financial Group – MUFG, the amounts of 200 million euros (around USD 237.2 million) and 249 million euros (approximately USD 295.3 million) be allocated to works linked to the tourism sector, respectively in the provinces of Cuanza Sul/Namibe and Luanda.

This involves a set of works consisting of the design and construction of integrated infrastructure for the tourism development projects of Quicombo Bay, in the province of Cuanza Sul; Pipas Bay, 3 Irmãos Bay and Tômbwa Bay, in Namibe; and Cabo Ledo, in the country’s capital.

In the documents, the President notes that energizing and promoting private investment in areas of tourism interest and potential “depends on prior work” to create basic infrastructure, considering that meeting the current need requires contracting an entity that meets the requirements of technical capability, financial capacity, and experience in carrying out public works, in order to achieve this public-interest objective, in line with the financing conditions.

João Lourenço delegated authority to the Minister of Tourism, with the option of sub-delegation, to approve all procedures and acts inherent to the conclusion of contracts under the Simplified Contracting modality, based on material criteria, due to external financing.
