Electronic invoicing mandatory in January 2026

Implementation of the new invoicing rule will begin with large taxpayers, and on January 1st, 2027, it will be extended to all companies with tax headquarters in Angola.

Angolan companies will be able to reduce administrative costs related to invoice processing when they adopt the new electronic invoicing model, which comes into force on January 1st, 2026.

The new electronic invoicing model, to be adopted initially by large taxpayers at the beginning of next year, according to Pedro Montez, Legal Watch Senior Manager at Cegid in Iberia and Africa, will allow costs to be reduced by between 50% and 70%, increase transparency, and eliminate errors.

The average savings per digitally processed invoice, according to international studies, he continued, can range from USD 1.5 to USD 10, depending on the complexity of each company’s internal processes.

“Countries that implemented electronic invoicing recorded increases of 5% to 30% in tax compliance and significant reductions in fraud risk,” said the senior Cegid representative, a French multinational specializing in cloud-based business management solutions for finance, accounting, human resources, retail, and entrepreneurship professionals.

Pedro Montez, who participated in the information session dedicated to the new electronic invoicing regime held in Luanda on December 2nd, 2023, stated that Angola is also at the forefront of this movement towards digitalizing tax reporting, ensuring transparency in transactions and the reliability of financial information.

The issuance of electronic invoices, as inferred from the statements of Cegid’s Legal Watch Senior Manager for Iberia and Africa, maximizes business productivity and efficiency—fundamental assumptions for increasing corporate competitiveness.

“It is time for companies to choose information systems that will allow them to report quickly to the State, ensuring legal compliance while accelerating processes and increasing the much-desired operational efficiency,” argued Pedro Montez.

According to further clarifications from Cegid, companies that issue invoices for State entities are also required to adhere to the new electronic invoicing regime starting January 1st, 2026. The following year, compliance will be mandatory for all companies.

Cegid’s management software solutions, as reported during the meeting with the media, are in the process of being certified by the General Tax Administration (AGT) for issuing mandatory electronic invoices.
