Leaders agreed to expand cooperation on peace and security, promoting “stronger responses” to terrorism and violent extremism.
The 7th African Union–European Union Summit concluded on Tuesday, the 25th, in Luanda with a clear appeal for strengthened concrete actions and for the defence of effective multilateralism. In his closing speech, the President of the African Union, João Manuel Gonçalves Lourenço, host of the event, outlined the main areas of consensus and set out a vision for an increasingly ambitious strategic partnership.
According to João Lourenço, the summit’s deliberations reflect a “profound collective vision” that compels the two continents to “move forward together” in seeking solutions to shared concerns.
“It was agreed among us that the defence of effective multilateralism remains our best hope for building a fairer, more balanced, peaceful, and prosperous world,” the President said.
João Lourenço emphasized that the partnership is built not only on ideas, but above all on “concrete actions developed with great dynamism.” As proof of this positive evolution since the Brussels Summit in 2022, he cited the “very positive results” achieved in the areas of peace and security, health, climate and energy cooperation, digital transformation, trade and investment, and mobility.
The implementation report adopted in Luanda, he noted, highlights these advances but also acknowledges areas requiring improvement. “The critical perspective we maintain regarding our cooperation enables us to continually improve and refine our collaborative efforts,” he stated.
The summit’s final act was marked by the definition of joint priority actions for the immediate future. Leaders agreed to expand cooperation in peace and security, promoting “stronger responses” against terrorism and violent extremism.
Other consensus areas include intensifying climate action — including financing for adaptation and resilience — strengthening economic ties through investment in infrastructure and sustainable agriculture, expanding exchanges to ensure “safe, orderly, and beneficial” migration, and promoting youth empowerment.
At the end of his address, João Lourenço thanked all delegations that honoured the event in Luanda and praised the work of the African Union Commission and the European Commission teams for the “undeniable success” of the summit.
