The President of the Republic has authorized a new emergency procurement process worth 63.9 billion kwanzas for the construction of 932 social housing units and the rehabilitation of 460 homes to permanently resettle families affected by the floods that devastated the province of Benguela.
According to the presidential order, the emergency procurement also covers engineering and design studies, construction supervision services, and the installation of basic water and electricity infrastructure, representing an investment of approximately US$69 million.
The decree justifies the use of the emergency procedure by stressing the urgent need to address the consequences of the intense and persistent rainfall that struck Benguela, leaving thousands of families displaced. The document states that many victims continue to live in precarious conditions, facing high levels of insecurity, social vulnerability, and health risks, making the construction of new housing for their permanent resettlement an “imperative and urgent” measure.
The order further acknowledges the existence of a large number of displaced households lacking minimum standards of safety, sanitation, and adequate housing, as identified in a survey conducted by the Benguela Provincial Government.
The works are part of the government’s response to the floods of April 12, 2026, triggered by the collapse of a dike on the Cavaco River, which inundated several neighborhoods in the city of Benguela. The disaster claimed 19 lives, left 31 people missing, displaced more than 8,000 families, and caused extensive material and economic damage.
This latest authorization reinforces the government’s recovery package for the province. In May, the President had already approved a 356.8 billion kwanza reconstruction program aimed at restoring infrastructure, strengthening flood control systems, rebuilding dikes, rehabilitating roads, and constructing 725 social housing units.
Combined, the two housing programs will provide a total of 2,117 homes, including both newly built and rehabilitated units, for families affected by the floods.
The presidential order delegates authority to the Minister of Public Works, Urban Development and Housing to approve the procurement documents, verify the legality of all administrative procedures, and sign the contracts for the projects.
