The procedure totaled 7.826 trillion kwanzas in four months.<\/p>\n<p data-start=\"255\" data-end=\"506\">Simplified procurement recorded a significant increase from January to April, accounting for 91.91% of the total contracted kwanzas, according to calculations by <em data-start=\"417\" data-end=\"434\">Valor Econ\u00f3mico<\/em> based on bulletins from the National Public Procurement Service (SNCP).<\/p>\n<p data-start=\"508\" data-end=\"728\">The volume of simplified contracts surged from 343 to 1,178, with values reaching 9.817 trillion kwanzas, representing a significant increase of 7.826 trillion kwanzas (393.13%) compared to the first four months of 2025.<\/p>\n<p data-start=\"730\" data-end=\"936\">The data expose the lack of consideration by public managers for experts\u2019 criticism of the procedure, which is generally associated with a lack of transparency and favoritism toward certain business groups.<\/p>\n<p data-start=\"938\" data-end=\"1172\">\u201cPublic procurement through direct awards has been excessive, increasing the risk of corruption,\u201d noted researchers from the Economic Research Center of Universidade Lus\u00edada (Cinvestec) in the 2025 economic report published last week.<\/p>\n<p data-start=\"1174\" data-end=\"1516\">The researchers suggest that the procedure \u201cshould be limited to exceptional disaster situations, where life, physical integrity, or serious property damage may be at risk, and should be prohibited in all other circumstances.\u201d They also argue that \u201call contracts must be fully published, prohibiting any rights not explicitly stated therein.\u201d<\/p>\n<p data-start=\"1518\" data-end=\"1684\">Another procedure frequently used by public managers is the limited tender by invitation, whose estimated value jumped from 31.075 billion to 192.326 billion kwanzas.<\/p>\n<p data-start=\"1686\" data-end=\"1927\">The number of procedures increased by 143.51% to 582. Among the most frequently used was also the public tender, which added 212 contracts totaling 309.6 billion kwanzas, representing a 379.21% increase in amounts to 318.777 billion kwanzas.<\/p>\n<p data-start=\"1929\" data-end=\"2259\">Among the procedures carried out during the period under review were the electronic dynamic procedure estimated at 184.109 billion kwanzas (109 procedures), the limited tender with prior qualification valued at 134.530 billion kwanzas (109 procedures), and emergency procurement estimated at 35.292 million kwanzas (5 procedures).<\/p>\n<p data-start=\"2261\" data-end=\"2394\" data-is-last-node=\"\" data-is-only-node=\"\">Overall, public procurement, in terms of value, increased by 302.55% to 10.682 trillion kwanzas, across 2,309 procedures carried out.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Public managers have persistently opted for direct awards.
