processes that bypass genuine public procurement standards are \u201ccreating new millionaires and new monopolies,\u201d a phenomenon he sees as reflecting \u201ccorruption now taking on new forms and methods.\u201d<\/p>\n<p class=\"\" data-start=\"374\" data-end=\"591\">The president of UNITA stated today that public contracting outside the legal framework is producing new millionaires in Angola and that the country spent $32.7 billion on simplified procurement between 2018 and 2024.<\/p>\n<p class=\"\" data-start=\"593\" data-end=\"888\">\u201cSimplified procurements and no-bid contracts have been approved en masse and at a frantic pace by the head of the executive branch,\u201d said Adalberto Costa J\u00fanior during the opening of the Parliamentary Sessions of the National Union for the Total Independence of Angola (UNITA), held in Cabinda.<\/p>\n<p class=\"\" data-start=\"890\" data-end=\"1165\">Costa J\u00fanior, who has consistently criticized simplified and\/or non-competitive contracting in the country (authorized through presidential decrees), noted that the equivalent of $32.7 billion (\u20ac30.3 billion) was spent through simplified contracts from 2018 to December 2024.<\/p>\n<p class=\"\" data-start=\"1167\" data-end=\"1351\">\u201cA very large amount of public money without tender,\u201d he observed, lamenting that major public works and construction projects are often tainted by cartel-like processes and practices.<\/p>\n<p class=\"\" data-start=\"1353\" data-end=\"1570\">According to the UNITA leader, from these \u201cmarginal\u201d processes that violate proper procurement norms, \u201cnew millionaires and new monopolies are emerging,\u201d reflecting \u201ccorruption embedded in new structures and methods.\u201d<\/p>\n<p class=\"\" data-start=\"1572\" data-end=\"1769\">\u201cThese bad practices mean that Angola\u2019s wealth\u2014and Cabinda\u2019s in particular\u2014is barely reflected in the living conditions of its people,\u201d he criticized, adding that the country urgently needs reform.<\/p>\n<p class=\"\" data-start=\"1771\" data-end=\"2023\">The parliamentary sessions, running until Sunday in this northern province of Angola, also offer an opportunity for UNITA lawmakers to assess the impact of 50 years of MPLA rule (in power since independence in 1975) on the lives of Cabinda\u2019s residents.<\/p>\n<p class=\"\" data-start=\"2025\" data-end=\"2245\">Stating that Cabinda \u201cis a land rich in oil and many other resources, but it is not a happy land,\u201d the UNITA leader urged his party\u2019s deputies to reconsider the province\u2019s status from the perspective of local governance.<\/p>\n<p class=\"\" data-start=\"2247\" data-end=\"2493\">Adalberto Costa J\u00fanior reiterated UNITA\u2019s support for the implementation of local governments throughout the country\u2014a goal of participatory constitutional democracy\u2014\u201cwhich remains on paper only due to the ruling regime\u2019s lack of political will.\u201d<\/p>\n<p class=\"\" data-start=\"2495\" data-end=\"2672\">\u201cI believe that the \u2018Mbinda\u2019 people [as Cabinda natives are also known] truly want the institutionalization of local governance to address their specific challenges,\u201d he stated.<\/p>\n<p class=\"\" data-start=\"2674\" data-end=\"2777\">The National Assembly member also emphasized the \u201cabsolute need for (\u2026) urgent reforms\u201d in the country.<\/p>\n<p class=\"\" data-start=\"2779\" data-end=\"2917\">\u201cOnly with reforms that help build a democratic state governed by the rule of law can we achieve happiness for all Angolans,\u201d he declared.<\/p>\n<p class=\"\" data-start=\"2919\" data-end=\"3213\">For the UNITA leader, \u201cthe effective institutionalization of local governments is a priority within the framework of reforms,\u201d along with the \u201cde-politicization of public institutions and the independence of the judiciary,\u201d calling for full civil society participation to achieve those reforms.<\/p>\n<p class=\"\" data-start=\"3215\" data-end=\"3437\">Cabinda, an Angolan province rich in oil resources and home to an independence movement seeking regional autonomy, is hosting UNITA\u2019s parliamentary sessions under the theme: \u201cFor Local Autonomy, In Service of the
