The measure is included in the proposed 2027 General State Budget (OGE) and is intended to curb property speculation and strengthen tenant protection in a market marked by informality and significant pressure on housing supply.

According to Expansão, the proposal establishes that rent adjustments may not exceed the previous year’s inflation rate and provides for enforcement by economic inspection authorities. The draft also proposes the creation of a mandatory national register of rental contracts, aimed at increasing transparency and allowing the State to monitor the conditions agreed between landlords and tenants.

The initiative comes in a market where annual rent increases of around 10 percent have become common and where a large share of contracts continues to be negotiated informally. Specialists quoted by the newspaper believe the ceiling could reduce arbitrary decisions by landlords, but warn that owners may begin applying the maximum permitted increase every year or significantly raise the starting value of new contracts to offset the restriction.

Pressure on rents comes against a backdrop of severe housing shortages. Angola faces an estimated deficit of around 3.2 million homes, while access to mortgage credit remains limited. Over four years, the mechanism created under Notice No. 9 of the National Bank of Angola enabled only 2,115 housing loans, according to data released this year in the real estate sector. Limited access to credit, the shortage of serviced and legally regularised land, and difficulties in property registration remain among the main obstacles to increasing the formal housing supply.

Informality is another major challenge. World Bank data indicate that around 93.4 percent of properties in Angola are not formally registered, a situation that restricts households’ access to finance, limits the use of property as collateral and increases exposure to land-related disputes. At the same time, construction costs remain high: in September, building material prices were 5.17 percent above the level recorded a year earlier, despite a sharp slowdown compared with 2025.

The new rule may therefore ease some of the pressure on tenants, but its effectiveness will depend on enforcement capacity in a market where many rental agreements remain outside formal channels. Specialists also point to the role of intermediaries in driving up prices, population growth, weaknesses in urban planning and insufficient housing supply as continuing challenges. The proposed 2027 OGE allocates around 139.4 billion kwanzas to the Housing Programme, as the Government seeks to balance rent controls with measures to increase supply and formalise the real estate market.

Rent increases for homes and offices in Angola are expected to be limited, from 2027, to the inflation rate recorded in the previous year, which the Government forecasts will close 2026 at 8.6 percent.
