According to the minister, the process of updating personnel records revealed situations considered worrying and which may correspond to fictitious or “ghost” employees.

Among the irregularities detected are the absence of identification documents, lack of physical proof of an employment relationship with the Public Administration, duplicate employee numbers, and the continued presence in the database of employees who have already retired or died. Teresa Rodrigues Dias said the cases are being assessed in coordination with the Ministry of Finance and the respective institutions to which the employees are linked.

The minister explained that the institutions involved were notified and given successive deadlines to justify the situations identified. In cases where no justification is provided, precautionary measures may be applied until the legal and administrative assessment is completed, while employees in a regular situation will only need to prove their status with the respective human resources departments.

SINGERH was presented as a platform designed to integrate, harmonise and modernise human resources management in the Public Administration, covering the different stages of the employment relationship, from planning and recruitment to termination of employment. At the beginning of 2026, of the more than 426,000 records in the SIGFE database, only around 30,000, equivalent to seven percent, had been updated.

According to Teresa Rodrigues Dias, the accelerated personnel records update process, carried out between January 26 and September 30, increased the number of public servants and administrative agents with fully updated records to more than 388,000, representing over 91 percent of the total. The Government expects the new system to strengthen administrative and financial control and reduce costs associated with irregular records in the public service.

The Angolan Government has identified more than 31,000 records of public servants who remain listed in the database as active employees but whose status could not be updated, including cases involving retired or deceased individuals, people whose whereabouts are unknown, […]

[92,78

post-10374","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-economy","category-featured
["GET
