{"id":10163,"date":"2026-07-15T12:13:36","date_gmt":"2026-07-15T12:13:36","guid":{"rendered":"https:\/\/www.negociosdeangola.com\/empresario-aponta-impostos-burocracia-e-falta-de-infra-estruturas-como-entraves-a-producao-de-mel\/"},"modified":"2026-07-15T12:16:11","modified_gmt":"2026-07-15T12:16:11","slug":"businessman-points-to-taxes-bureaucracy-and-poor-infrastructure-as-obstacles-to-honey-production","status":"publish","type":"post","link":"https:\/\/www.negociosdeangola.com\/en\/businessman-points-to-taxes-bureaucracy-and-poor-infrastructure-as-obstacles-to-honey-production\/","title":{"rendered":"Businessman points to taxes, bureaucracy and poor infrastructure as obstacles to honey production"},"content":{"rendered":"<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"105\" data-end=\"405\">The president of Sociedade Agr\u00edcola Kuolola Vinawaihe, Gon\u00e7alo Pinto, believes that high tax pressure, bureaucracy, deteriorating road infrastructure and insufficient public policies to support domestic production are among the main obstacles to the growth of the beekeeping sector in eastern Angola.<\/p>\n<p data-start=\"407\" data-end=\"794\">In an interview with the newspaper <em data-start=\"442\" data-end=\"459\">Valor Econ\u00f3mico<\/em>, the businessman called for closer engagement between public institutions and producers and criticised the allocation of public resources to initiatives that, in his view, have little impact on the real economy. \u201cLess should be invested in trips abroad and more in fieldwork and the development of agriculture and livestock,\u201d he said.<\/p>\n<p data-start=\"796\" data-end=\"1114\">Gon\u00e7alo Pinto argues that there remains a disconnect between government policies and the day-to-day challenges faced by agricultural producers. According to him, farmers need greater technical assistance, better transport infrastructure, improved access to financing and stronger coordination among State institutions.<\/p>\n<p data-start=\"1116\" data-end=\"1465\">One of the main constraints highlighted by the businessman is the poor condition of the road network. Transport links between production areas and consumer markets remain difficult, particularly in the provinces of Moxico and Moxico Leste, where deteriorating roads increase transport costs and prolong the time required to bring products to market.<\/p>\n<p data-start=\"1467\" data-end=\"1743\">As an example, he referred to the poor conditions on the Luau\u2013Malanje and Luena\u2013Cazombo routes. According to Pinto, the state of these roads leads to frequent vehicle breakdowns, higher fuel and maintenance costs, and ultimately increases the cost of bringing honey to market.<\/p>\n<p data-start=\"1745\" data-end=\"2044\">In addition to transport challenges, Gon\u00e7alo Pinto believes that the tax burden imposed on businesses limits their ability to grow. In his view, companies should first be allowed to consolidate, strengthen their financial position and create jobs before being subjected to higher levels of taxation.<\/p>\n<p data-start=\"2046\" data-end=\"2382\">The businessman also criticised what he described as the overly revenue-focused approach of Angola&#8217;s General Tax Administration (AGT). He called for a review of the country&#8217;s tax policy, greater simplification of administrative procedures and the digitalisation of public services in order to reduce the regulatory burden on businesses.<\/p>\n<p data-start=\"2384\" data-end=\"2678\">According to Gon\u00e7alo Pinto, increasing tax pressure may produce the opposite effect to that intended by the Government, by reducing companies&#8217; ability to invest, hire workers and expand production. In the medium term, he added, this also limits the State&#8217;s own capacity to generate tax revenue.<\/p>\n<p data-start=\"2680\" data-end=\"3021\">Another challenge identified by the businessman is the absence of an integrated policy for the agricultural sector. The president of Sociedade Agr\u00edcola Kuolola Vinawaihe believes that State institutions often operate without sufficient coordination, making it more difficult to implement projects and address the problems faced by producers.<\/p>\n<p data-start=\"3023\" data-end=\"3398\">He also called for a stronger role for the Ministry of Agriculture and Forestry in supporting producers, overseeing the market and creating conditions for the development of agricultural value chains. In his view, encouraging production alone is not enough without adequate roads, access to finance, technical assistance, processing capacity and effective marketing channels.<\/p>\n<p data-start=\"3400\" data-end=\"3715\">In the honey market, Gon\u00e7alo Pinto expressed concern about the sale of imported products or honey whose origin is not clearly identified. According to him, some brands fail to provide consumers with adequate traceability information, a situation that disadvantages domestic producers and creates unfair competition.<\/p>\n<p data-start=\"3717\" data-end=\"3967\">He therefore called for stricter enforcement by the relevant authorities, along with clearer labelling requirements that would enable consumers to identify a product&#8217;s origin, processing location and the company responsible for its commercialisation.<\/p>\n<p data-start=\"3969\" data-end=\"4337\">Pinto believes that Angola&#8217;s honey industry has the potential to expand and access international markets, but remains constrained by the absence of a consistent public strategy. In his opinion, certification, traceability, technical support for beekeepers and export promotion are essential to transform the sector into a larger and more competitive economic activity.<\/p>\n<p data-start=\"4339\" data-end=\"4603\">The businessman also warned about the impact of deforestation on honey production. He explained that the destruction of forests reduces the availability of flowering plants that provide food for bees, thereby threatening the long-term sustainability of the sector.<\/p>\n<p data-start=\"4605\" data-end=\"4979\" data-is-last-node=\"\" data-is-only-node=\"\">Despite these challenges, Gon\u00e7alo Pinto believes that eastern Angola possesses favourable natural conditions for producing high-quality honey on a larger scale.
