In 2025, the stock of Angolan capital invested in the European country reached US$3.096 billion, equivalent to 56% of the US$5.445 billion that Angola has invested abroad.

According to the Portuguese newspaper Expansão, citing calculations based on the National Bank of Angola (BNA) report on the Balance of Payments and the International Investment Position, Angolan investment in Portugal increased by 34% compared with 2024, when it stood at US$2.306 billion. The increase came despite Angola’s total stock of outward investment growing by only US$120 million during the same period.

The publication reports that Sonangol’s investments, driven by the reinvestment of profits generated in Portugal and other markets, together with property acquisitions during what is considered a third wave of Angolan migration to Portugal, helped explain the sharp increase in the country’s investment stock.

BNA data show that Portugal further strengthened its position as the leading destination for Angolan capital abroad, well ahead of the other jurisdictions identified by the central bank, including Mauritius, the Isle of Man, São Tomé and Príncipe, and Cape Verde.

The report also shows that the stock of investments classified under the category “Others” fell by US$733 million between 2024 and 2025, almost matching the US$790 million increase in investment stock registered in Portugal over the same period. Meanwhile, the investment stock in Mauritius rose by US$70 million, while holdings in the Isle of Man declined by US$4 million.

The National Bank of Angola does not provide a breakdown of these investments or identify the countries included in the “Others” category, which accounts for approximately 23% of Angola’s total outward investment stock. This limitation makes it difficult to conduct a more detailed analysis of where Angolan capital is being invested and the factors driving the redistribution of investments across different jurisdictions.

Outward foreign direct investment can take several forms, including equity stakes in companies, real estate acquisitions, loans, trade credit, or the purchase of debt securities issued by foreign entities.

More than half of Angola’s total outward direct investment is now concentrated in Portugal.
