Between 2010 and 2024, Angola recorded more than 145,000 road traffic accidents, resulting in approximately 34,000 fatalities and more than 163,000 injuries.

She emphasized that behind these figures are lost lives, families profoundly affected, interrupted life projects, and significant economic and social costs that could be reduced through broader compliance with mandatory insurance requirements.

Filomena Manjata also highlighted that the Mandatory Occupational Accident and Occupational Disease Insurance is one of the country’s most important mechanisms for protecting workers, ensuring access to medical care, financial compensation, and conditions that safeguard the dignity of workers and their families.

Despite its importance, she noted, only 5.54% of active companies currently hold this mandatory insurance policy.

“This means that thousands of workers remain exposed to risks for which the law already provides protection mechanisms. More than a case of legal non-compliance, this represents a real limitation on social protection and an additional source of economic vulnerability for countless families,” she lamented.

According to the ARSEG chairwoman, a strong economy depends not only on investment, innovation, or economic growth, but also on institutions capable of preventing risks, mitigating losses, and creating conditions that enable families and businesses to recover quickly from adverse events.

She stressed that mandatory insurance should be viewed as a strategic public policy instrument rather than merely a legal obligation or administrative requirement. These policies are designed to protect individuals, property, and economic activities.

She added that mandatory insurance ensures that the financial consequences of risks are absorbed through appropriate risk-transfer mechanisms instead of falling solely on victims, families, businesses, or the State.

The third edition of the ARSEG Conecta Conference, themed “Mandatory Insurance in Angola: From Regulation to Enforcement – The Institutional Role and the Accountability of Stakeholders,” was organized by the Angolan Insurance Regulation and Supervision Agency (ARSEG).

ARSEG Conecta is an initiative dedicated to promoting financial literacy in the areas of insurance and pension funds.

The event has established itself as a platform for knowledge sharing, learning, and transformation, bringing together insurance professionals, public and private institutions, associations, students, and the wider public.

Only 366,000 vehicles—equivalent to 18.3% of the country’s more than two million registered vehicles—have valid insurance, the Chairwoman of the Board of Directors of the Angolan Insurance Regulation and Supervision Agency (ARSEG), Filomena Airosa Manjata, said on Tuesday in Luanda.
